I have purchased I few used wheelsets off of ebay, sometimes for the hubs, rims or to use as is.

It is tough to single out one thing. The first thing I look for is a wheel that has not had much use. A wheel that looks worn out or beat up is generally not worth it. If the brake surfaces are just about worn out, the wheels are not worth it unless the hubs are in really good shape and I can re-lace them to another rim. Then you are just buying hubs.

For aluminum rims I want to make sure there isn't any damage, such as dented areas or cracks around spokes.

As for truing, I can live with having to true up a wheel, but if there a severe hop, I probably won't go after it.

Because you don't know the history, it is better to be safe than sorry.

That said, I have picked up a couple of nice Fulcrum wheelsets cheap, a few Mavic 217 to XT and XTR hubs. And I took two cheap sets and built a really nice set with Mavic 217 Sunsets to XTR hubs.
