The first line in the linked article explains so much: "Goodyear Tire & Rubber Co., which hasn’t made a bicycle tire since 1976, is getting back into the segment by signing a four-year licensing deal with Kent International Inc."

Kent is the same company that puts the GMC and Jeep name on bikes. GMC and Jeep don't make those bikes, but the target consumer recognizes the name. These "Goodyear" tires will undoubtedly be marketed similarly.
