How would you go about "tattooing" your handlebar?

How would you go about "tattooing" your handlebar?
I'm thinking a sort of tribal tattoo pattern in green on one side of the bar would make my new bike look super rad. The bars are just the plain black powdercoat or whatever the standard is.
Would you:
a) use a vinyl cutter to make a stencil?
b) paint by hand?
c) take it to a professional artist?
d) just use stickers?

Die cut vinyl sticker design, probably. They're inexpensive, fast, easy and durable. For example:

After having used Plasti-Dip on various parts of my car, I would opt for the decals. Getting small clean lines with Dip is not something that is easy to do.

That's easy: C - take it to a professional artist.
This isn't something that you need to do. You are doing it because the idea appeals to you aesthetically. Any of the half-way measures are going to produce a half-way result. Is that what you want? If you don't feel like you can afford to go first class, leave your handlebar plain. It'll look better.
