Giant Anyroad Comax internal seat post clamp?

Just picked up my new Giant Anyroad Comax and have a question about the internal seat post clamp. The top frame area has this Red Tab looking thing and I'm not sure why it's there or what it does. Can a current owner of this model please enlighten me?

The underside of the top tube, directly below this Red tab, has a screw to loosen/tighten the seat.

Why don't you calm down with the attitude. Dealers aren't open on Saturday night and I was hoping for a friendly, quick and helpful response from a fellow forum member.

If it doesn't push in and cause something to happen, I would imagine it's just a cover for the seat-post clamp. I haven't seen any of the new Giant's lately and didn't even know they had that type of seat-post clamp.
