My hitch rack (Thule Parkway) came with one of those cam straps and it works just fine - loop it around the rack (to prevent sway during acceleration and braking), then loop around the rim (to prevent wheel spin and turning). Just passing it through the wheel doesn't prevent the handlebars/wheel from turning.

There is a 2nd version, a loop on the ends .. forms a strap clove hitch,,

but as someone who learned how to tie knots in the 50's in Boy Scouts , Parachute cord is infinately useful..

I never tied a bike like that anyway...around here if they want it that badly...

I'm chained to the TV antenna mast as it is, it's a quieter 'hood than 10 years ago.
