specialized hotrock boys bike or mens apollo slant?

Buying for son age 9 but really tall can ride the apollo slant cheapest bike from halfords at 14inch frame
but have option to buy a specialized new boys hotrock at 21inch(wheel i guess) for same price(but haven't seen this in person)
which one best and is the specialized one going to be small?

The Appollo Slant shows a fit size of 152-170 cm Apollo Slant Mens Mountain Bike in the 14" frame size. The Boy's Hotrock "21" refers to the number of gears since there is no 21 inch wheel size. Common wheel sizes are 20", 24" and 26". The one you are looking at has 24" wheels and the way the frame is designed it looks as though there is wide variation in what sizes it would fit. The top bar is very highly slanted so hitting the bar when he slips forward off the seat is unlikely. It looks like the Hotrock is a lot more expensive on this side of the pond.
