That is taken out of context. God was creating laws to separate the Hebrews from Pagan practices. It makes more sense if you read it in context:
"You shall not eat anything with the blood, nor shall you practice divination or soothsaying. You shall not shave around the sides of your head, nor shall you disfigure the edges of your beard. You shall not make any cuttings in your flesh for the dead, nor tattoo any marks on you: I am the LORD."

Verily, verily, I say unto thee, that I was merely parodying those people who love to rut around in Leviticus in order to attempt to proscribe those activities and behaviors with which they are not, personally, in accord. There is also, for example:
Thou shalt not lie with mankind, as with womankind: it is abomination. Leviticus 18:22
Somehow, these same people, wish to have this injunction more universally applied, well into modern times and are not simply content for it to have been an admonition of yore to the Old Hebrews. And, one can easily see God's justification for having issued this stricture. There weren't that many Old Hebrews, after all; this is why they were so preoccupied with the act of begetting all the time, and, naturally, a man lying with a member of his own sex would have gotten in the way of this very valued, progenitive endeavor. And this is also why God was, apparently OK with a father sleeping with his own daughters. However, as far as I am concerned, these days I believe the world could benefit from a little more natural birth-control.
Having said all of this I, personally, choose not to print any marks upon myself. I actually think that some of that stuff in Leviticus makes a good deal of sense!
