Stem and Bar sizing
I am purchasing a stem for my Fuji Track Classic. The handlebar diameter is 28.6mm I also want to purchase riser bars. However those Are 25.4mm. will it fit? If not how can it bc I can't find 28.6 risers

Nitto makes a handle bar shim from 26.0 to use a 1" 25.4 bar in..
28.6 is the outside diameter of a seat tube 1.125" I don't get your measurements.. double check those,?
Cinelli in the 80s used a 1" + a MM, 26,4 standard.
if you get an oversized stem...1.25" / 31.8, you will find pista and mountain bars with that larger center bulge.

Are you sure your handlebar is 28.6 mm? That's a really unusual bar size. Common sizes I'd expect to find on a Fuji would be 25.4, 26.0, or 31.8. I don't know what year your bike is, but according to the Fuji web site, a 2014 Fuji Track Classic came with a 26.0 mm handlebar.
28.6 mm is the same as 1 1/8" though, which is almost certainly the size of your fork's steerer tube. One end of your stem grabs the steerer and the other end of the stem clamps the handlebar. Is it possible that's where you're getting the number from?
Anyway, if you want to use a handlebar with a 25.4 mm diameter, you can do it, but you'll need to do one of two things: You can replace your existing stem with one sized for a 25.4 mm bar or you can use a shim to fill the gap between your current stem's larger clamp and the bar. Here's one that'll allow you to use a 25.4 mm bar in a 26.0 mm stem.

I understand your confusion. On - line vendors are horrible when it comes to accurately describing handlebar & stem dimensions. 25.4mm = 1" and, only describes the area that the stem clamps around the handlebar. (The rest of the handlebar itself should be 7/8" diameter). Most of the old 80's model Fujis are going to have 22.2mm = 7/8" diameter where the stem fits inside the fork. Rise is usually described in degrees of angle. Height is usually described in mm or in of length. Best bet is to go & buy a cheap caliper from Harbor Freight or Sears. Something accurate to around 0.5mm. Measure what fits in there now. Then, you won't have to guess. Good luck. Have fun.
