How precise of an answer do you think that you need?

As a general rule bicycle tires will vary slightly in diameter or circumference depending on the bead seat width of the rim they are mounted on.

Very approximately

584 + 35 + 35 = 654mm or 25.75 inches
584 + 44.45 + 44.45 = 672.9mm or 26.5 inches

This will get you heights for whatever size tire you put on. Also helpful for determining clearance.

OK, thanks for the answers so far. I didn't anticipate the info about rim width though. This might be a very subjective impression I have in my head but I think I feel a bit tall on my flat-bar road bike and too short on my 26" wheel mountain bike. Their tires are the following 700x32c and 26x1.75". Measuring by eye, I think they're about 66 and 69cm high.

This may seem perfectionist but I was wondering if I could find a 650b tire that would give me a height of 67.5cm which is right between the two. I was thinking of buying the Devinci Cartier which comes with 27.5x1.75" tires but I don't know the inner width of the rims. I was thinking of either getting something like the Pacenti Pari Moto, Soma B-Line, Kenda Koast or Panaracer Nifty Swifty tires (either in 35c or 38c depending on rim width).

You know, come to think of it, maybe I don't have to think about it too much anyway. I just had an experience yesterday where I took a short cut on grass (yes to avoid the sidewalk to avoid a fine) and the ground was so soft, I thought it was sucking up my energy. Well, at least with 35c tires. So I guess the 27.5"x1.75' tires on the Devinci Cartier will do anyway. Besides, it would be about the same height as the 700x32c tires on my flat-bar road bike which I find plenty fast.
