Craft stores carry a stiff, tough plastic in 8x10 and larger sheets used to make templates for stained glass windows. It's translucent white, smooth on one side, matte/tooth surface on the other for pencil, marking pens and probably would hold some solid paints. I've used the stuff for years to make all kinds of projects including diffusers for photographic flash and still lighting.

FWIW I have used a thin steel rod for the stiffening, ziptied under thin plastic. With the advantage that you can bend it down closer to the tire.

If the printer has a copy option normally it does have access to scan.

As far as material, try the local roofing supply house for the plastic shingle sample.( About 1/4 thick ) or a corrugated plastic/wax paper sign from a super market.

I use vinyl house siding. Just pick a neighbor you don't like. Can bend it if heated up with a propane torch.
