I've passed many people with leashed dogs where the dog was getting aggressive at the sight of a cyclists and the owner had to use some force and hold their leash very tight, I can just imagine what would happen if some of these dogs were unleashed or broke off the leash. That's why I always have my chain lock with padlock on my handlebars.

Not on that occasion but she's teaching the dog to chase cyclists and one day she may be in open park when a child cycles past .... even if the dog doesn't actually attack the child they're probably going to excavate their bowels and are highly likely to have an accident. A child could be cycling at the side of the road and watching the dog to try and get away from it and could steer out under a car .... totally irresponsible behavior.

A woman in our riding group was attacked by a small dog (looked like Pekingese) while our group was riding in the country near Hempstead, TX. Trying to avoid running over it she ended up in a ditch and broke her wrist. That was two years ago and she has not been on a bike since. Unleashed dogs are not funny. Large or small

A squirt from a water bottle goes through a fence just fine, IME.
That'll get the little anklebiter to think twice next time.

My point exactly. A non-event in my case, but outside of the fenced dog park the pooch is now conditioned to chase.

Yep, I'm with the others, stupid. What happens when the dog isn't contained by a fence and chases a rider? I say that sitting here about 3 months from having a dog run into my front wheel and wreck me. Grade 3 separation of my right AC joint means my shoulder is now forever messed up. Then damage to the joint of my right thumb and something amiss in the collerbone area on my left side. I'm finally back to riding but still have a splint on my left hand, pain in my chest and pain and limited use of my right shoulder. There is literally no excuse for her actions if she would just stop and think.

I don't need to read it again and don't care what you were or were not suggesting. I was only saying that I would never shoot a dog in this situation. As the OP, I felt that I had to categorically take myself out of that particular discussion.

Yep, a quick squirt with the water bottle is exactly my response and thus far (30+ years) it has worked 100% of the time (except once, as I zipped passed the driveway of a sprinting dog... said dog scrambled into the road and was hit square by a car, the road had a slight bend, diver never saw the dog until impact).

Certainly a lot of dogs don't like water squirted at them and it can be a useful training aid but again that's contentious with some trainers will say it's great to have a squirter handy for if your dog barks, jumps on furniture or any other behavior you wish to curtail ... and others are against it.
That said some dogs love water squirted in their direction ... a classic from years ago

Well, I'm talking a very quick, gentle squirt, it never takes more than that. It just stops them in their tracks, harmlessly, is all.
