Threads on bottom of steerer tube?
 
I am trying to put together my first bike and am having a problem installing the fork. Where the steerer tube meets the crown there are threads. How do I put crown race on with these there? Do I file them off?

Umm... what parts are you trying to mix, are they MEANT to mate with each other?
Old style headset has big nut on top that goes on the threaded tubevsAhead style newer design stem that clamps on onto threadless stem Afaik there are adapters available to allow one to swing either way.But filing threads anything will make diameter smaller & I can't ever handfile anything perfectly round, that's why I'd love owning a lathe... etc etc

You need to give people more information. What kind of fork? threaded, threadless? 1" 1.25"? Threaded headset? threadless? Internal? Integrated?

Forks and headset bought separate. Forks are Jinguo brand. threadless. 1"
Headset Ginyea. Threadless headset. Semi-integrated.

Is the steerer threaded & glued into the fork crown ?? So extra threads are exposed ?

Have you measured it? The crown race should have an interference fit. Are they threads or just ridges?

1.125" threadless steerer.
  • Fork crown race ID: 30.0mm
  • Fork crown seat OD acceptable range: 30.1mm to 30.2mm

Threads appear to be part of fork crown, not part of steerer.

They look like threads. Do some crown races fit over ridges?

Threaded steerer down at the fork crown?
