Seat tube water cage only holds a short bottle
So I modified one to hold a tall bottle.
Drilled holes so it sets lower & at a slight angle
to the left.

Side load cages solve the problem or you can use Problem solvers bottle cage mount to mount it lower or go with Wolf Tooths B-Rad mounts and have two bottle cages on your downtube like I did on my road bike for a trip I do every year (and then just never took it off). It is excellent and I can use that other cage for smaller stuff or not use it and be fine. I would be bothered by a cage that sits crooked.

Side cage don’t seem to be any lower.
Not sure my bike’s mount would have room for the
tall (reg size) bottle.
Next time in the bike shop (with bike)

Topeak Alt Position cage mounts are another option. They change the position by 32mm but aren't adjustable.

What's wrong with a few oz less in a regular length bottle?
you can use a longer, liter volume one on the downtube..
add more bottles behind the saddle if you ride in super hot weather..

It is also a frame design issue. In many cases, the two cages meet at some point, and one can be lower than the other. In this case, design it so the Seat Tube cage mounts lower.

I bike in Texas and regularly with temps near 100 (sometimes over) so two 25oz insulated bottles is a must. I had this same problem when I built my Planet-X frame and got one of these to solve it:

4 ounces not much, but have
been out in the desert when 4 more ounces
would’ve been awesome. One time is enough.
Body is learning to sweat, lots of water important
for me, 80° is Hot in Alaska.
I carry a small screw cap in Jersey pocket too.
Some to dump on my head, on hot days is not wasting it.
If I bring some home, I’m OK with that.

I commute, and usually drink at lights and stops where I put my left foot down, lean the bike to the left and grab my water with my right hand. If I were to do this mid, I'd tilt the bottle cage so it could be pulled out on my right side.
Again...very clever!

You could always use one of these King Cage Top Cap Mount that attach to any stem with a top cap. Keeps your water bottle handy and clear of road grime. Great place for your bear spray too, if you mountain bike in bear country. .
