Grossly Deformed MTB Tire

I live next to a Ped/Bike bridge in Chicago, and Saturday morning a fellow was pushing his bike past my house on the rear wheel with the front tire grossly deformed! He looked angry, so I didn't ask him what happened. The wheel/rim looked ok, but the tire had a 45 V in it.
Could this be a tubeless tire? I've never seen a bike tire get a "flat" like this, more of a big notch.
All my Treks sport tires with tubes!

Yes, my tubeless tires make a V notch all the time. It's a feature, not a bug.
