Those sure look like reach adjustment shims for road brake levers. I have them for a handful of Shimano levers. Dunno why they be in with an MTB, unless it's a dropbar.

Thanks, interesting. I can see that now. It's a flat bar bike, maybe they just got accidentally thrown in the box.
