New Way to Teach a Youngster to Ride?

Saw a kid on a bike on a quiet Chicago street today. The kid was on a 2 wheeler, and along side,holding him was an adult on roller blades. Either he was balancing the kid, or being towed?
Looked like a good way to teach riding. Has anyone seen much of this?
