I ride wider (32mm+) tires on my road bike now, but back when I used 23mm tires, bad chip seal was made easier by shifting to a higher gear and standing up to pedal. The minor ups and downs of the wheels are easily absorbed by your knees, elbows, ankles and wrists. This can also help by bringing your speed up a bit, which will also smooth things out as you skip overtop of the small bumps instead of falling between each one at a slower speed.
