V Brake cable boots

Why are they even there in the first place? In over 100 bikes, I've only seen 2 or 3 where the boots actually stay on the noodle. Why even bother?
Yes,I know the reason is to keep debris out of the noodle/cable path, but what is the point if they don't hold in the position designed for? Really?

The one of mine that 'doesn't fit' is split at that end. I have no idea what could've split it. Bad quality rubber, I guess.

I recently put V-brakes on my Miele dropbar MTB and I decided to leave those rubber-like boots off. I don't see where they do much.

The brakes work fine without them.
