You might ask a motorcycle shop for recommendations, but I suspect the cost of re-chroming rims would approach or exceed the cost of simply replacing them.
Do you have hub brakes (e.g. disk, drum, or coaster)? If not, you would likely find that aluminum rims will offer significantly better braking performance than rim brakes on chromed steel.

Most of the Chrome is pretty good - the fenders, handlebars, mounting stem, main gear, hubs can all be polished to almost like new appearance. One rim is in decent shape but one is in rougher condition so I'm going to do them both so they look uniform.

I’m sure you’ll pay well more then 200 dollars to re-chrome both rims.

Cheaper to buy a donor bike for the rims and any other parts you might need or want like chrome fenders. Look for a ladies model they go for less.
