I just purchased one of these and I believe I got a great deal for 250 bucks. I am not an avid cyclist, but plan to start out slow. What can I do to make this bike faster and what modifications do you suggest?

To go faster buy some high quality low rolling resistance tires like Continental Gran Prix 5000. Congratulations on your find.
