FWIW, I just changed out the stem on my 63.5cm road bike from a 60mm to 40mm.
My bike already has some relaxed angles being designed more around stability while touring. So extra agility associated with the shorter stem - along with a better fit was most welcome.
Considering that most bikes tend to have fairly relaxed head tube angles, the application of a short stem should really help you get a good balance between agility and stability.
Even if you have crazy aggressive angles on your road bike, a short stem wouldn't impact stability unless you regularly hit 50mph.
