Looks like the stamper got a little too close to the next ring. Inverted stamped tooth profile is obvious.

It's low end either way. This isn't anything new- low priced cheap quality goods have been produced for decades.
You can blame the country of origin or you can blame the company that spec'd this level of component on their bike. The manufacturers simply build to the quality and price level that brands are willing to pay.

As someone who actually lives in China, I will be the first to admit that there's a lot of junk produced here. But there's also a lot of high quality stuff produced here too. I have a Chinese crank, bottom bracket, and chainring on my bike and they're all very good quality, with no issues in several thousand kilometres of riding.

If the standards for manufacturing and wages were close, I'd bet the local dollar store would be selling the same quality of parts. Thankfully the profit isn't there for the dollar stores. Shoemano 53.5T/47.25T $0.99 + tax !
