You need to search online for lockable outdoor storage box. There are lots of options.

With all those woodworking tools (and I assume the knowledge to use them) just build yourself something. That's what I did.
The hinged partial lid turned out to be a completely unnecessary complication in the design. It is under a car port here, but it was eventually moved outside, and I put shingles on top of it. I left it at the last place we moved from. The cost was well under $400, though with lumber prices today.... maybe not.
Your other option to consider is building a simple shed roof off the side of the shed and store your lumber under that. I don't think you will need to worry about security as much as with bikes.
