Tubeless tire suggestions

Can anyone recommend some 28c tubeless tires that actually measure 28 or less on a 20mm internal width rim? I was able to take a couple junk 28s home from my LBS to test fit. They fit alright but are right about the limit. They measured 27.75 ish mm.

It sounds like you're trying too hard to put 28mm tires on a frame or rim brakes, not made for 28mm. After some use my michelin 28mm tubeless measured 29mm on 19mm internal width rims. I'd buy the 25mm size and be done.
