My takeaway from that post is discovering that there are aquarium forums. And more than one apparently since he mentioned he's a mod on an aquarium forum, not the aquarium forum. I can admire a nice aquarium but they seem like a lot of work. The most I really know about fish is that they're delicious.
Joke's on you. The forum is for fish that live in the aquarium. Most of the threads are variations on "what is the hard thing I bump my head on when I swim too far? I can't even see it."

Top dollar in USD is probably $10-12,000, unless you want custom paint. Then it can be a lot more. For $10,000 you get a full carbon fiber frame, carbon fiber wheels, a top of the line group set (Durace or Sram), electronic shifting/ gear changing and hydrolic disk brakes. Your choice of pedals will be extra as will the saddle.
