Only got a glance of it- I was riding one way/he was riding the other.
It had three wheels; two in the front. They looked to be about 20". The rider was standing & pedaling. Thats all I know.
Ive never seen anything like it- has anybody else?

That's awesome! If I had one, I'd add a refrigerator (for cold beers), and a swing-out desktop for holding a laptop. Who wants to text while pedaling, anyway? I want to surf BF while pedaling!

I've seen a fair amount of them on MUPs. They seem to max out at about 15 mph which I think is pretty impressive given that it's just about the worst aerodynamic position possible.
It's definitely a workout device, not practical transportation. I don't think I've ever seen one being used on a road. They appear to be rather difficult to steer with any precision, much worse than skateboards, for example.

To the point that if I see one coming, I pull off the MUP. Operators are generally swooping and lurching all over the trail, and this seems to be acceptable public behavior here in Parts Unknown.

As others have said, "recumbent" literally means "reclined." At minimum the rider has to be sitting in a seat with feet in front to qualify. That Street Strider was a trike, in the 'tadpole' configuration. (Tadpoles are wide in front and have a narrow tail.)

I make sure they have plenty of warning when I pass or we're going to encounter heading opposite directions, but it really hasn't been a problem. I've never come close to being forced off the path by one, I do slow down, and they seem to also. It's quite clear that straightening themselves out is a bit of an awkward maneuver, but some of the riders appear more adept at it than others.

I thought the whole basis for the name elliptical/elliptigo was the pattern the pedals followed. This model just looks like a bicycle with no seat.

The first Elliptigo model introduced was the one with the elliptical tracks and motion. This one is the more recent SUB (stand up bike) model.

A third type of motion is the teardrop motion on the Cyclete.
