I have exact same mirror and I would rate it as an excellent product. I don't really understand what OP is complaining about

the solution to the new design would be to find a duel purposed wrench containing both of each sizes. Might be possible to find that one piece of hardware with the old tool side head size.

There's probably a business case to justify the change that doesn't seem obvious to end users. Unless you write directly to them and ask, you may never know what that reason is.
Now, compare it with the kitchen garbage bin that you install inside the door under the sink. Every one I had purchased whether for myself or my rental properties had the mounting tabs broken. Now there's an improvement that should have been done if ever there was one. But over the course of 30+ years, those bins keep selling so there's never a business case to invest on improving it.

It actually irritates me when stuff comes supplied with Allen keys. I just toss them straight in the bin (re-cycling of course, where they will no doubt end up in some landfill regardless). Do they really think people don't have simple Allen keys? pfffff.

It seems ridiculous to you and me. But there really are plenty of hamfisted if not clueless people out there that maybe own nothing more than a couple of screwdrivers and a hammer.

It's always a concern when someone's toolbox consists entirely of different sized hammers.
