What do tires have to do with this? Just install the ones on your current wheel unless they are worn out

Well that was part of my original question, if this should be repaired or should I get new wheels. if I were to replace them, what would be a reasonable set of road tires.
If you want to replace both, there are some good options here that aren't terrible expensive: https://bicyclewheelwarehouse.com/ |
Buy a spoke and true it yourself. There is a good chance it will be close to okay or even okay by just putting in the one spoke and tensioning just it to the point where the wheel runs true. If not some fine tuning of surrounding spokes may be required. What have you got to lose? If it doesn't work out you have only invested in one spoke and you might learn something. Watch a few youtube videos on truing..
