I assume you mean road wheels? I am also assuming the failure is on the rear wheel. If money is tight and you don't care if your wheels match, you probably only need to replace the rear - that's where all the drive forces are. Your local bike shop should have a replacement wheel in your budget.

Buy a spoke and true it yourself. There is a good chance it will be close to okay or even okay by just putting in the one spoke and tensioning just it to the point where the wheel runs true. If not some fine tuning of surrounding spokes may be required. What have you got to lose? If it doesn't work out you have only invested in one spoke and you might learn something. Watch a few youtube videos on truing..
