SOMA I.D. if you please
Local seller has this SOMA for sale. If it were closer I'd take a look just for the wheels. Never seen a top tube config like this. Is it bent? That is, a non-factory bend. Kids bike, ladies bike?

There are a LOT of mountain bikes and city bikes with bent top tubes like that, typically in s/xs sizes
Edit: On second thought- I am guessing it came from the factory with front suspension fork. Somebody must have swapped the rigid fork on there and now it looks like a low-rider.

Doesn't look like one that would 'clean up' nicely. 
Crank arm looks like it might strike on every pedal stroke.
But $20CAD doesn't buy much, except a good entry bike for the next C&V $100 klunker competition
(but you do have to ride your klunker to win).

The seller has a few really old collectible bikes for peanuts. Doubt that he himself stole anything. Considering his location is out in the country, those bikes were probably abandoned or from the town dump. He's not making much money at $20 each.
