SUV rear bike rack**********??

I guy I work with is looking to purchase a bike rack for the rear of his 2000 (I think), Ford explorer. He needs to carry 3 bikes, and he tells me the problem he is having is that the bike racks he's encountered all require the slide in type hitch mounts. His Explorer just came with the typical bumper with the hole in it for the trailer ball hitch. He's wondering if someone produces a bike rack that will mount to the trailer ball. Does anyone produce a rack that attaches to the trailer ball??? Otherwise he will have to spend at least $ 100.00 to have a trailer hitch installed, in addittion to the $ 100-200 for the bike rack itself. Anybody have any info???

Yakima makes great roof racks. That's what I have on my car.
I don't like using my bike as a rear bumper.
