Better bike in what respects?

Higher price? (For resale)
More rigid? More forgiving? Lighter? Better Accessories?

A lot goes in to comparing 2 bikes.

If it's a starter bike, take each one out on the same 3-5 mile course. If one feels better than the other, make small adjustments (seat height, handlebar position, etc) to the bike you like less to make it a more comfortable ride.

If it rides better with the new adjustments, then do adjustments to the bike that you now like less. Keep doing so until you are confident that there is really nothing you can change to make bike A better than bike B.... then ride bike B.

There is no one way to say "A is better than B" because it mostly depends on the rider.

A typical 8 year old won't have much use for a Trek Madone 5.9 and Lance Armstrong won't have much use for a Huffy with streamers on the handlebars and a pretty pink basket to hold his puppy.
