Priority mail-didn't arrive-PO says it did??

I sent a fellow some Campagnolo SR levers-1976 vintage >$100(ebay) on 3-11-06.He emailed me yesterday3-24-06-"no levers and wondering why I didn't spend a few $$ more for tracking # insurance".
I checked USPS-they say it was delivered on 3-13-06 to "city zip code"-but they don't give an actual address.I did send it delivery confirmed for just this reason,but I have found that insurance for smallish amounts $100 or less-is close to worthless because of the hoops USPS makes you jump thru.I don't send it with a sig required because stuff never seems to get delivered that way-it returns because no one is ever home(plus cost of course).
What would you do.I have complained to USPS-they are supposed to get back to me.
The fellow lives in a tame neighborhood,so I doubt they were stolen off his porch.?
Ideas?
What would be fair if they never show up?Assume the USPS is worthless and say something like" it was delivered to whatever address was on the box",but they don't actually have a record of the actual address?

Odds are that it's sitting at the post office at his zip code waiting for somebody to come claim it... If I were you, I'd suggest he go check with the "hold for pickup" window there.

I had the opposite problem while sending a package with delivery confirmation. The post office and online conformation said it was at the post office waiting for pickup. I contacted the person and he had received the item a few days after I had sent it.

Brokenrobot's suggestions would be my first option. I would keep pressing the matter with the post office asking if the post master can verify the address. After that you would need to work something out with the buyer if you wanted to avoid negative feedback. Another thing I would have done was sent the buyer the confirmation number so he or she could look it up online or check with their post office.

Thanks for the suggestions.I have suggested that the buyer hound his local PO.I'm going to do what I can on my end-filed complaint etc.
I sent him the con. ##.When I sent the pk I immediately emailed him with an ETA.It might have been better if he had started the ball rolling a bit more quickly;he didn't contact me until 8 days past my braod range ETA.Oh well, that milk is spilled.We will see.Thanks.Charlie
