Hate Crime? I doubt it.
This looks like someone with to much time on their hands, not enough common sense on what to do with it & has a grudge against the police dept. But I do not think it is a hate crime & doubt it falls under the definition of such. The police are pissed because of an issue someone has against them that decided to publicily display their feelings, but it is not a hate crime. And who knows maybe there is a child molester on the dept. It could happen.

Right someone spraying something about police is a hate crime, people harasing cyclists with cars it's poor judgement and was probably provoked.

I might be afraid to live in a town wherein police leadership had such a skewed interpretation of what constitutes a hate crime. What else might they be grossly misunderstanding. Besides, what crimes were committed? 1. Vandalism 2. Possible Slander (although the comment is not openly directed toward any one officer). I just don't see it.
