The Axiom rack would support a passenger if it were attached properly to a suitable bike.
I can't imagine a way of affixing it to your e-folder. There's perhaps an attachment point at the rear wheel, but none below the seat. I doubt that bike is rated for that much weight anyways.
To test the latter point, you could try riding it with a suitably weighted backpack. That way you don't injure two people when it fails. Be careful.
EDIT: I doubt that bike could successfully pull a trailer. A second bike seems a better idea.

I know that's a bit different than adding the weight on top the back wheel though. I just wanted to show this thing is heavy duty. The whole bike is 50lbs and very thick/strong/stable feeling. It really get's moving quickly as well. (smaller wheels better for torque)
hmmm I sent an email to Axiom asking if they think I could custom fit it. Maybe I should start with pegs on the back tire for someone to stand on as a test as well.
