That was my first thought, and meaning no disrespect to the OP (it's the internet. There's plenty of scammers out here), was part of the reason I recommended he involve the police...in addition to it's just plain sensible to begin with since they may have advice or resources to help him.

Even for just the basic Kryptolock, it'd probably take a 42" set of bolt cutters with properly hardened jaws. A Dremel would work if you have a stack of grinding wheels and about an hour to kill. Angle grinder or torch is the way to go. I also recall a poster at one point testing out one of these locks with a hacksaw and managing to get through it in about half an hour or something like that.
