Dumb question.
 
Can I use brake cable housing as shifter cable housing too?

I want to use colored jagwire housings, but they only claim to be for brakes.

Well..... I just checked my bike, shifter housings are thinner than the brake housing. But I'm not sure if I can use brake housings for shifters. Will the housing fit into the shifter correctly?

Yes, but not the other way around. It should be on this thread for future searching. Break cable housing is a wound steel strip to contain the forces needed for breaking. Shifting housing is strait wire encased in plastic and the forces from breaking can cut through shifting cable housing.
