It's not 700cc, it's 700C, but I forget what it means. I mean, the 700 is the approximate diameter of the wheel and tire in millimeters (it will vary quite a bit depending on tire size), but I forget what the C stands for...something to do with the rim shape. Or else "clincher," which is the type tire you use with an inner tube, as opposed to a tubular. The 622 is the diameter of the rim alone, also in millimeters, and most tires will be marked 622 on the sidewalls somewhere.

does C mean clincher?

The "700" refers to the outside diameter of the tire (approx. 700mm), the "C" refers to C, as in A, B, C, D, etc. 700A, 700B, 700C, etc. The different "700" sizes have different bead seat diameters, though. Another example are the "650" sizes: 650A, 650B, etc.. Obviously some sizes caught on more than others. A more logical way to express tire size is the ETRTO (aka ISO) way: list the tire's width, and its bead seat diameter. Using that system, a 700 x 28c tire is 28-622.
