JP Weigle's Frame Saver

posting like madd, I live next to a rainforest, my bikes always wet-raining again soo... what is, how do you get it in and where can i buy JP Weigle's Frame Saver? I think this is a intresting prod- maybe some fixers can benefit from our elders knowlege- somebody had a post, in mtb? mentioned it, so i thought to bring it general section- Help me help my frame.
