Are tires sold in sets of two (2) or singularly?

Are tires sold in sets of two (2) or singularly?
I always just assumed tires were sold in sets of two. I do realize people use different tires for their front/back wheel on occasion, want a spare etc (all of these reasons would warrant selling them singularly) BUT, I assumed they were sold in sets.
I ask this because I bought a new set of tires today and was surprised by the price. Walking out I realized he rung up each tire separately.
I bought Gator Skins, I realize they are nicer tires (going to be more expensive etc) but I hadn't expected $80 for a set of tires.
