1st road/commuter bike, need advice, sold car

I hail from the cycling capitol, Portland, OR. Okay, had to represent!

I recently sold my car and have been shopping around on craigslist & ebay, and haven't found anything too great.

I need at least a 3 speed road bike to cart stuff around on when I climb hills, etc. At any rate, I can't afford to spend more than $300 at this point in time, can't really freely wait longer to get separate parts and have my bike built...

I think I found something somewhat decent and I'd like opinions on what to do in general / or if this is a good buy since I know very little about cycling thus far....I'm 5'10..

56 cm 80's peugeot, original french components minus shimano 600 derailer. $280... immaculate condition.

I have nothing against old Puegeots and the mid 80 might have been some of their best years. But $280.00 seems a bit high to me. I live in Souther California and I have seen them at $200.00. Ride it and see if you like it but I would offer $250.00 or less. Plus the mid 80 Peugeots shold be 12 speeds.
