2000 Jamis Quest sale value to find a commuter replacement

With so many bikes for sale out there, the resale value of a bicycle is a tough thing to research. Since it is my brother-in-law who is looking at my 2000 Jamis Quest I'd give it to him if I could. BUT I'm using it to commute right now. The bike is actually too big for me and a poor commuter--It doesn't take a rear rack well, nor fenders, and I end up kicking my rack bags on the back because the geometry doesn't accommodate the rear rack with bags.

The main key here is this is the last year for stock, steel forks. So, no carbon fork. However it was a fine road machine to start on and my brother-in-law is just getting started. As a road machine I put some miles on it, but the bike is stock otherwise and sound with little wear. I also have the Cosmos wheel set it came with, and a new Aksium wheel set I commute on.

Anyone have 2 cents worth of advice? I'm looking to purchase an $800-900 new commuter of some kind and want to know how much of this cost, with the wheel sets, I can off-set. I also wouldn't mind some direction on where to look for a commuter that is patterned after the road bike that can take a rack and fenders. I'm interested in fixed gear. I guess I'm asking for a lot of advice, but I gotta start somewhere.
