First, an observation. This would have better been posted in the Recumbents forum or at BentRiderOnline. Most recreational riders would have to look up "velomobile" to find out what one was.

I'd say, bring the cost down to $3000-4000 US, and hold the weight to 65-75 pounds and you'd have a winner. Mind you that's for a full vehicle with a full bottom, sealed wheel wells, lighting, and protection from rain. And it goes without saying that it needs to be pretty aerodynamic so it can go reasonably fast in spite of weight. Suspension or auxiliary power not required, but having them as options would be a selling point.

The closest to this ideal so far seems to be the Rotovelo. Second place, in my book, goes to the Allweder, which seems to be the VW Bug of the velomobile world - ugly but functional.

drive , since it's virtual money.. Rohloff hub geared low, and a Schlumpf high speed drive, crankset
want a motor too?, one in each front wheel ,

now send me money for your tuition budget.
