While I'm all for giving inmates something to do instead of just sitting around fighting and forming gangs all day, I take offense to the idea that people who've committed crimes get an all-expense-paid bike tour in Europe while many law abiding citizens can't afford such things.
I'm a bigger supporter of things that allow inmates to learn the same skills but are more helpful to the community as a whole. Dogs in prison is a great example of this.

Cycle Year Round
How about spending the money on a ride for kids (or teens about to get their drivers license).
Do some road construction programs to build teamwork for the inmates.
