Custom bullhorn handle bar and brake

Hey, so I saw this for sale on craigslist for $20 and thought it was kinda cool. I wanna put bullhorn handlebars on my bike because they seem like they would suit my style of riding. Would I be able to make these from my bars? Would they be safe structure wise as long as I cut them straight? What breaks would I want to look into that would work well with this style of bar?

I don't think there is anything unsafe about cutting your bars but a better solution might be buying a set of ready-made bullhorns such as: these and brakes like these so you know everything will fit and look okay.

As HandomeRyan says, I don't think there is anything inherently unsafe about doing the flip chop. If you have a tube cutter already it'd be a cheap thing to do. You could use a hack saw as well I suppose but make sure to finish the cut ends whatever you do.

I've been considering this myself, but for the price I'll just buy a bar and brakes. That way if I decide to switch back to drops I'll still have the drop bars.
