Float and Toe clips
 
I like float because its easy on my knees. Can you have float and toe-clips? or are the mutually exclusive?

Yes, as long as you are not talking about huge amount of float and not using cleats (unlikely) and not tightening them alot.

The float for toe clips should be larger than that using clipless pedals.

Racing cyclists of old used toe clips with slotted cleats on their shoes; there was zero float but the cleats were aligned on wear-marks of the pedals so misalignment was difficult.
Tourists and commuters rarely used cleats and these days, no-one used toe-clips with cleats.
If you keep the straps loose you get plenty of float
