Even with the dimensions, it's difficult to tell because different bikes have different geometries/angles.
If at all possible, it really is best for you to test ride it.

Here are my bike's specs (Specialized Sirrus Elite size M, and I'm 5' 7")
Top tube: 21 1/2"
Seatube: 18.5"
Downtube: unknown

So you see, the top tube is the same, but the seat is a good 2.5" longer. Hope you have the opportunity to test it out. If you can't for some bizarre reason (buying it over internet or something), then hopefully somebody else can actually give you a useful answer...

So that seems to be the size M as well, I presume.

Well, from checking the specs on their website and comparing the pics and geometries, my "finger in the air" guesstimate is that this size should be correct for you.

Shame you can't ride it first. I always wondered how that worked on eBay. I mean, what if you're not happy with what you get? I dunno, I guess I'm just a luddite.

Good luck with your decision.
