DOT "Reasons people don't bike places" survey?

Hey, I'm trying to find that survey that the DOT (I think of NYC) did that showed that among the people surveyed, the number one reason people don't bike to work or school or wherever is because they fear that their bike will be stolen. Any help will be greatly appreciated.

Edit- Actually just found it! If anyone is interested in looking at the cool and interesting findings, take a look at it here!

Am too tired tonight, but the report looks interesting. I'll give it a read in the morning. Thanks for posting back w/the link.

Have to agree. Local town has bike spaces and If I do go there- the bike is locked with a Kryptonite lock and hawser. But due to the number of bikes that do go Missing- even when locked- I rarely leave my bike anywhere. If my hand or my butt is not on the bike- it is in the bike shed.
How long was I in the army? Five foot seven.
