Category levels

On the tour de france they show what level category each mountain will be for instance category level 2 and 3. I need to know what % gradient makes the level go from level 1 to 2 and 2 to 3. Or is it calculated another way? The reason I ask is I am currently doing maths coursework on the coast to coast ride in the UK, which I did this year.

Any help would be greatly appreciated

I think you need to find the UCI rule book. I think the category is based on lenght, grade (%) and elevation. I could be wrong but I think you could have a 1300 ft elevation change over 1 mile and it would be a higher catagory than say a 2500 ft change over 4miles. but I sure this is explained in the rules
