Which bicycle for sister?
My sister wanted a bicycle for her 22nd birthday, which was the 20th, so i owe her. I don't see her riding all that much or at least not very far. She would probably just be riding for exercise and i definitely don't see her hitting any trails, just paved roads. I was thinking of no more than $150 as a budget. Which bicycle would be the best for her?

It seems like you could find a nice used bike for that price. Don't give her a new $150 bike, she'll never forgive you.

Look for a nice old Raleigh (or clone) 3 speed.
My sister had a Peugeot Mixte when she was that age and quit riding it soon after. She rode my wife's bike (Raleigh Colt) at Christmas a couple of years back and commented on how simple and how much fun it was.
I was given a ladies Hercules/AMF that I am cleaning up for her.
Many women get frustrated with bikes with too many gears when all they want to do is get on and ride. My bride has a very nice GT Slipstream (basically a hybrid) with 24 gears, she would ride it occasionally. We got her a 1971 Raleigh Colt, put a wicker basket on it and she rides it almost every day when she is home. YMMV
