A couple of years ago there was an officer in a suburb of St Louis that was ticketing people for this. In twenty or so years of riding this was the only time I have seen this.

We got hit with a Minor Misdemeanor for this, if we'd had a front plate we probably wouldn't have been stopped. It's not unusual to see cars without front plates around here, as neither Indiana nor Kentucky have them.
Fortunately in Ohio, a MM does not give you a criminal record or a moving violation. The fine wasn't a pleasant experience though.
